Windows 10 from the Programs menu Pin to Taskbar is buried

Microsoft continues to do great improvements in Windows 10 since it has been out for nearly 3 years, yet the Pin to Taskbar is buried under the Program menu list. From the desktop, right click and pin to taskbar is there, yet not on the All Programs | Programs menu. I noticed this when Windows 10 came out and finally 3 years later have to say something hoping in the latest 1903 and 1909 releases they would have done something to make that menu choice more available. Alas, they did not.
 
So, under the programs menu and the item one wishes to add to the taskbar, one has to click 'more' to see the Pin to Taskbar, which is one extra step too many.
 
They finally did add better usability to the command prompt in the search menu where Run as Administrator is now right there and one does not have to right click to execute CMD in administrator mode.
