Video cards - why still all over the board on performance and price

Why are video cards and their performance benchmark to price comparison all over the board?
why not just build a super hot video card, and once the math is done, and the max pricing done, then decide to chop it down a bit by firmware confirmation or software lockout, or something like that.
therefore, you build a card once, and then ship it to paid performance... look at this comparison...
would it be better to have the same form factor and card, with the necessary configuration to max out the performance for the optimum pricing, and then for the budget users, ship the same card and have it throttled, and when they can afford more, just flip the switch for the right price and have the performance jump up.
considering all the risk factors for cooling, power, etc... it might be a better deal.
dial your computer to the price you can afford, and therefore limit the overhead and tedious task up upgrading components...
just an idea... i do see a rabbit hole kind of problem here for most and not some yet just a Saturday morning thought....
Happy Saturday, oh wait, it's Black Friday back in the USA and it is still Friday... i need to get back to that shopping opportunity...
