Odd side effects of Windows updates and Office 365 2019 updates

In the past 2 weeks, Windows 10 or Office 2019 (365) updates have been causing weird side effects on my computer and the computers of about a dozen clients.
The office icons change, the existing windows theme changes, the windows login changes to look like windows is being freshly installed and configured, and then office Outlook acts like no profile is installed and Outlook from the taskbar icon disappears,
and then Office 2016 or 2019 disappears, and then has to be re-installed, yet launching it from the Start | Run command shows it activated and valid, but then has to be re-downloaded from Microsoft.
