if you have a local server with cannot sync to local time, etc. it's a permissions issue with higher level SIDs, etc..

regardless of what you do on a windows 2008 server r2

w32tm /resync

etc

this little set of commands worked:

.\net stop w32time

		.\w32tm /unregister

		.\w32tm /register

		.\sc config w32time type= own

		.\net start w32time

		.\w32tm /config /update /manualpeerlist:"0.pool.ntp.org,1.pool.ntp.org,2.pool.ntp.org,3.pool.ntp.org",0x8 /syncfromflags:MANUAL /reliable:yes

		.\w32tm /resync

		popd
