This is the first time I did see error 2503 on an EXE, yet usually when I
download and install a program in MSI package format. Oh well. I am even logged in using an administrator account on a laptop running Windows 11 (Microsoft Windows [Version 10.0.22621.2715]).
A while back I posted a YouTube video on 2503 for installing Libre Office via an MSI and my steps were easy to follow and without any audio or hoopla. Just the steps which worked.

Easy answer: go to your downloads folder, right click on the EXE and click Run as Administrator and voila! Installed.
Furthermore, Oddly enough the error code 2503 means that one installing the software and this is even an EXE does not have permissions to the Windows c:\windows\temp folder, aka Everyone user with Full permissions, and/or not launching the EXE like an MSI from an administrative command prompt, or in this case an EXE, right click and Run as Administrator.
