Microsoft Windows Server 2012 R2 in place upgrade to Windows Server 2019 or 2022

Next month, October 2023, the retirement and phase out of Microsoft Windows 2012 R2 will occur.
What does that mean for the few servers I have left in production that run various services? What do I do?
1. In Place Upgrade
2. Side by Side Migration
3. Leave as-is
4. Spin up a Windows Server 2022 and migrate mission critical services and leave the Windows Server 2012 R2 running with non-mission critical services.
5. Keep researching other options
That is the question.
In 2018, I retired a Windows 2000 Server that was running legacy application services for a dozen companies, and that migration was researched and phased in over 18 months. We had two other servers for development and testing running Windows Server 2016 and those were migrated to VMs instead of physical servers. Overall, this migration saved 3 each 4U rack servers from being on premise.
In the end, the migration of on-prem to cloud based Application Web Hosting and Email services for 25+ companies was successful.
The real challenge in those 18 months was the determination of which cloud provider to utilize; AWS vs AZURE vs GCP. Each was researched extensively and AWS won out on all our rubric qualifiers.
Now in 2023, we have another migration to consider for the same services. Stand by while we finish the journey and research.
