Windows 10 Laptops that are having a hard time with Microsoft Store downloads

I ran into another problem with Microsoft Store the other day with downloads not working. The solution was obvious once I saw what the Microsoft Store was trying to do and failing at without really telling me.
 
I noticed Microsoft Store running BITS in the background and then the requested app failed... hmmmm. why?
 
So, when someone like me knows BITS is running we know Windows Updates are being sought after and if even one update is out of line, blamo whamo, failure.
 
So, the solution is simple: clean and reset the Windows Update store and run a System File Check and reboot.
 
The steps are:
 
1. download GWX Control panel for free, and run the Clear the Windows Updates a few times (REF 1)
2. then run an sfc /scannow and let that finish (REF 2)
3. then reboot.
 
Now, re-try your windows store application download. It probably will work.
