Technology in the government sector is still way behind yet solutions exist

In the past few months, I have found the government sector to remain behind in the technology sector.
What's the solution: do IT audits at a granular level, a microscopic review by qualified professionals; while a macroscopic is usually conducted, the details in most cases are more important than the fluff and puff of policies and procedures and manuals; its the actual architecture review; verification of the design and the performance, security and compliance. Once the audit is complete; implement the corrective actions by risk and priority asap.
With the above solution in mind - these are their continued failures for the last 20 years even though they try.
1. redundancy
2. duplication
which leads to
1. data bloat and waste
2. information privacy and security issues
3. unnecessary risk and exposure
why
1. because inter-agencies do not trust each other and create data silos
2. integration is never optimized and streamlined yet duplicated
3. data bloat grows as speed and compression is not verified as accurate
remember, an IT audit does not have to be public; it just has to be conducted at various times during the lifecycle of a solution.
