Internet network bouncing a lot today -- what could be going on

The Internet was bouncing today sporadically. About 20 times in 2-3 hours... very odd. Not sure where the problem was but one could feel the bounce, sometimes two to three times per 15 minutes.
I noted the worldwide Microsoft Azure cloud issues, yet then again, who knows...
