Linux Mint - Anaconda3 and PyCharm installers need improvement

I had to help a developer fix their Linux installation of Anaconda and PyCharm today and that was interesting.
We need a better solution to the latest installers for Anaconda (Python) and PyCharm. They have broken a few of the rules for developer level re-installation needs. One has to be a root / sudo user to fix things. Most developers one like me does not give full root level access, unless they are running isolate instances of the dev platform with daily snapshots to fall back on if they corrupt their platform.
It's okay. A good backup of the developer workstation only took a few minutes to apply; thank you TimeShift.
