Nevada Fiber Client circuit with ATT is bouncing quite a bit

I just had an alert come across my desk that should have got to me 3 weeks ago. The ATT alerts for my client were going directly to the client and the new 50/50 fiber circuit worked great for the first 30 days, and now the last 30 days is bouncing. They had a 20/20 circuit and AT&T required new equipment for a 50/50 cutover and upgrade.
 
My client said, its not our internal network as installed and configured, its the upstream at the demarc.
 
I replied, let's get this figured out. It happens like twice per day, and resetting the demarc fiber device on the at&t side (per their support) works and solves the problem. Well, that's not a solution, that's a stop gap. What is the issue? That is what I want to know.
