Internet outages appearing through out the day - Cable Spectrum Internet

In the past 6 months, I have noticed Internet outages on Charter Spectrum high speed cable, and its bizarre.
Sometimes its like 5am-ish and 2pm-ish, and now its like 8am-ish and 11am-ish PST. Puzzling to say the least.
It lasts like 2-3 minutes and then disappears. I check security logs and I don't see anything strange, and more folks are telling me similar stories from their homes and business. Odd.
