Windows 10 Brother QL-710W installation failure P-touch and Address Book

you dont see this every day, yet then again, i don't uninstall and move my Brother QL-710W label printer to a new desktop yet once every 1-2 years.
 
The problem is that installation says successful to everything, even the driver, and it does not work, nor show up in my windows 10 developer computer. It's about 6 months old as far as windows 10, yet its great. I just decided to move my label printer from my Alienware computer that I am retiring.
 
Mind you, all the software says was successfully installed, yet nothing shows up. even in the installation directory, just the ql710 device in the control panel (classic and 10) as device and not installed at all.
 
So here is the message in the event viewer:
 
Product: Brother P-touch Address Book 1.3 -- Error 1303. The installer has insufficient privileges to access this directory: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Brother P-touch.  The installation cannot continue.  Log on as an administrator or contact your system administrator.
 
well, I am the administrator and I am logged in as such.
 
Findings: even running installer as Administrator does not work. it's not the classic 2503 2502 error on the windows temp directory either. i tried all that, its the failure to update the Start Menu.
 
Anyhow, event viewer showed it after like 3 times of me trying Brother's ptsweep to fix things and nada. my printer just sits there uninstalled and software won't install.
 
check your permissions on the Start Menu and reset them. I did notice Trusted Installer is once again plaguing us in the installation permissions tree as Read Only. Is it just me, or did something again happen with the permissions and Trusted Installer like in Vista and other Windows updates.
 
SOLUTION: The permissions to this folder C:\ProgramData\Microsoft\Windows\Start Menu\Programs only had me, my profile login name with permissions (FULL CONTROL) on this folder, and not anyone else, plus Inheritance was disabled. I re-enabled inheritance and applied to all; now everything installed fine.
 
The driver? yes, I did install the software driver and still the control panel in windows 10 and the classic devices and printers showed it as there yet at the bottom and not installed, just showing a device. so I just manually added printer, USB001 (virtual) and scrolled down the Brother manufacturer driver list and clicked on the driver and did not replace, just used what I had since I installed it like 5 times before I realized I had to manually do it. Print test page was fine, and the description I changed from (Copy 1) to something more like (USB).
 
weird. whatever, i am back in business. love my brother ql-710w printer. it rocks. the installers must be hanging on the start menu item creation and bails and the files in the program data fail to get there too. no error by the installation tools. either.

I don't blame Brother USA, I blame Microsoft windows, again.
