In the past few year, I have noticed Windows 10 updates cannot be achieved on laptops and tablets with small hard drives, < 120GB in size, and often 32GB. A windows 10 update cannot sometimes be achieved from 1803 to 1903 to 1909 let alone 2004.
So, what do you do? You run the Windows 10 Disk Clean up and see if you can free up some space.
Sometimes that works, and sometimes, you just have to backup your data, and reload the OS with the latest update by wiping out the drive and starting over and then restoring your data.
That's unfortunate, yet why? How big is the update? 5GB, 7GB, 10GB, sure,... but 18GB? wow!!
