Simplifying web design for ecommerce

If you are like me, web design should be easy. You should not be required to have sophisticated and expensive tools or programs to create a sleek universal website for ecommerce purposes.
What you really need is:
1. a shell and framework that works on any platform.
2. a database construct back end; i actually like the idea of no db, just directory file based
3. a reporting engine
4. an extensions portal to enhance the site for performance and load
5. a vendor and referral, reseller portal
6. a security info (secinfo) portal
7. a maintenance and management portal
that should do it.
What do you have in your toolkit that supports this?
