Slow to open data files on external drives

I have noticed in the past few months, external data drives on Windows 10 are slow to access
What could be going on?
Linux Mint does not have that problem with the same drive dock and external drives. Only Windows 10.
more investigation is required. I am running Microsoft Windows [Version 10.0.18363.959]
